Your obstetrician can manage you conservatively with blood pressures like those if she repeats the measurements frequently as well as certain blood and urine tests and other procedures to insure the fetus' well being, including electronic fetal heart monitoring, (the "NST" test), all at least on a weekly basis. Since you are already at 35 weeks, your doctor may only be trying to gain 1-2 weeks search for an opportunity when conditions are favorable to induce your labor.

I am 35 week pregnant. Several weeks ago my blood pressure increase. Since then it has stayed at around 160/99. My ob has done a 24 urine and blood work twice now and both came back normal. So, she isn't at all concerned about my bp level. Is that safe? If the tests are normal does that guarantee that my bp isn't hurting me or my baby??
