While you do have a risk for developing hypertension later in pregnancy, preeclampsia at 15 weeks would be very unusual. Headaches are common in pregnancy as is swelling. While these symptoms after 24 weeks could be a sign of impending preeclampsia, they are not overly concerning right now.
If the headaches persist, I woud suggest that you see your doctor and have your BP checked.
