walking related question

Okay, so maybe this fits better in the Misc. or AYBIB forums, but I figured I'd ask here. I want to know if what I'm experiencing is normal or atleast common...

Whenever I go walking in cool weather (not cold), the skin on my legs starts itching - severely. To the point that it feels like needle pricks all over and scratching does nothing - it feels deeper than just surface. Does that sound at all familiar? Weird? Normal?
