is this technically PE?

My question is this:

Do I technically have PE now?

I am 25 weeks pg
My 24hour urine screen result was 389 at 21 weeks.
My dip urine (?) test in the office was trace
My kidney and liver function bloodwork was all in the normal range

I have chronic htn for which I take 200mg/bid of labetalol
My pressures have gone up to 142 systolic (just a couple times) but
mostly run an average of 132 and diastolic has never gone over 84 and
averages about 76

I have no headaches, vision problems nausea....
I have minor swelling in my ankles and feet, but it goes down over night or with rest
My baby appears fine on level II ultrasound--measures 6 days ahead of
his gestational age

With a sustained systolic BP of 140 or more, and proteinuria of 300 mg in 24 hours, one suspects mild preeclampsia.
