23 lbs at 15mth is perfect!!! What is her height, obesity is measured by the comparison of ones height to ones weight (bmi). My son has always been in the 90-99th percentiles in both height and weight. His peds never worried because he was so tall and it balanced his weight.

Your insurance shouldn't care if you change or not, they'll just have requirements about who you can change too. It will be up to the doctors at the new office to decide if they will take you, but as you are still a few months off, most should have no issues with it.
